About 1 year ago, his eyes started to get dull and slightly cloud over.

I took him to the vets, and they said they could do nothing, so I took him back home and he still seems fine to this day.

He is now 8 1/2 years old, and slowing down a lot. Is this because he is old, or cant see much, or both? He can still see shadows I think because if you walk past the cage, even really quietly, he follows you if your shadow goes over his eyes.

We got him a new exact same style of cage we keep him in about a year ago, just not to confuse his whereabouts when he moves inside it. He seems happy enough, eating and drinking, talking as usual, just slower.

Any advice?

Sounds like cataracts....
Like your vet says, there is no cure...
So long as he gets lots of intercative 'distractions ' to keep boredum away.. the case with all kakariki/ birds/ pets, handles his way around the enviroment ok....dont see a problem...
We had a house parrot the got a catacract in 1 eye, total blind on that side... would only fly around in one direction, and if a sound was not familar on the blind side would take to flight in a hurry if not in around his cage.
Eventually after many years formed catacts in the other eye, rather quickly Shocked total blind, could not negiate around the house anymore (was never locked up) and was obvious no longer a happy chappy. Once this stage was reached it was only days before we put him down.

Thanks for the reply.

He can negotiate his cage really good, he has probably memorised it with him being in the same sized cage since when we got him.

He still is happy, talks a lot, eats, baths and does general kakariki stuff. He still knows when I have food and rattles the cage door shouting "Yum Yum"

Is 8 and a half years a long time for a Kakariki in captivity. The person I got him off when he was 6 weeks old, I asked him the lifetime of a Kakariki and he said between 5 and 7 years. He is 8.5 years, and probably why he has cataracts.

I just don't want him to start to suffer in pain.

He is a Lutino Kakariki, with a black inner eye and a red outer eye.

This is the picture I posted of him ages ago, where you can see his eyes properly. Now the black part seems cloudy, and the red part is more yellow/pink.

I'll try to get a picture of his eyes later (you know what Kakariki's are like, they don't stand still for anyone!)
